The best official bed count located in the research is the Campbell County inmate-healthcare RFP issued February 16, 2023. It lists a main jail certificate of occupancy of 532 beds. The same RFP lists the separate Restricted Custody Center at 124 beds, giving a combined adult jail and RCC capacity of 656 when those two county-operated units are discussed together. The main jail figure should not be blended with the juvenile detention center, which is operated by Kentucky DJJ.

CCDC's expansion history also matters.
